Our Founder
After more than a decade working inside highly regulated environments—from hospitals and health plans to housing finance and local government—Yvonne L. Smith saw how fragmented processes and under-used digital tools often held public service back. With a Six Sigma Black Belt and a Master’s in Public Management from Johns Hopkins University, along with a background in business, public policy, and government, she founded Digital Optimization and Process Improvement (DOPI) to blend policy insight with business rigor.
Today, DOPI helps counties and cities tighten controls, streamline workflows, protect sensitive data, and adopt AI responsibly—delivering measurable results: lower risk, less waste, and stronger public trust.

Does DOPI only work with governments?
While our primary focus is county and city governments, we also partner with small businesses and community organizations. Our goal is to reduce risk, cut waste, and strengthen operations wherever they matter most.
What is DOPI’s venture studio?
Our venture studio develops and incubates technology-driven solutions that address pressing social and workforce challenges. For example, we are currently in the process building the H2H solution which connects employers and day laborers, streamlining hiring and creating flexible work opportunities.
Who leads DOPI?
DOPI was founded by Yvonne L. Smith, a certified Six Sigma Black Belt with more than a decade of experience in governance, compliance, and risk management. She has worked in highly regulated environments — from healthcare and finance to public sector operations — and now leads DOPI with a commitment to innovation and resilience.
